Fixing DTLS Handshake Failure

Hello, colleagues,

as you probably know, there is issue with "DTLS handshake failed:
Resource temporarily unavailable, try again." when connecting to ocserv.
The problem appeared for me on Ubuntu 18.04, but, according to the
"Fixing DTLS Handshake Failure" part of
https://www.linuxbabe.com/ubuntu/openconnect-vpn-server-ocserv-ubuntu-16-04-17-10-lets-encrypt,
it affects also Ubuntu 16 and Ubuntu 17. I tried described procedure and
it fixed the issue.

Where it's better to ask to include this fix in installation scripts of
ocserv package? Here or in message to Ubuntu's package maintainer?
